Yes : It can be normal because the nerve probably was injured. It may take a long time for it to regenerate. If you had surgery to fix the break, sometimes the nerve is damaged during the bone repair. It usually is not a problem other than some numbness.

Not normal: Its over 6 months old the fractures should be healed. Where is the numbness? Was surgery performed. You need to see a specialist for further workup.
