Yes, it can be : Assessed by a neuropsychologist, clinical psychiatrist or psychiatrist. Sometimes it is based on in-office evaluation ; sometimes testing is also done.

ADHD can be assessed: Using psychological tests or a simple inventory ( connor's inventory) or by a clinical interview with a psychologist. If you want special assistance in a college program you need psyche testing. Otherwise you can do a less formal evaluation. With a psychologist's recommendation a physician could put you on a trial of medication.
