Skin infection: What you describe is either a infected skin cyst or hair follicle. These are painful. Hot compresses applied to the area may soften the skin and bring the infection to the surface, allowing drainage to occur with relief of pain. If this does not work, then seek a doctor to assess the area and provide treatment.

Skin Cyst Infection: Step one needs antibiotics. They never work well enough alone. Step two- adequate drainage. Step three is removal if it reoccurs. If the cyst re-accumulates it will get infected again, so it must be excised if that should happen.
