Sun burn: Human skin can be burned by exposure to heat. There are 3 kinds of burns: first degree, where the skin is red. Second degree, where there are blisters, and third degree, where there is damage to flesh. A sun burn is a 1st degree burn, and while drinking water is good, it will not help your sun burn. Use cool compresses, and a moisturizer and a Hydrocortisone cream, and avoid further heat.
