Yes: A stroke happens when brain tissue dies as a result of being starved of oxygen. If blood pressure is low enough that it cannot "push" enough oxygen into the brain tissue it can result in tissue death. On the other hand, if pressure is so high that an artery "pops" and blood flow to a portion of brain is disrupted, this can cause death of that portion of the brain as well.

I guess yes: For some people low blood pressures around 90/60 may be their normal. Stroke usually is associated to high blood pressure . Coincidence of hypotension with stroke could be related to severe dehydration or bleeding or effect of medications or some otherr condition. Some pts call mistakenly ""hypotension" the symptoms of presyncope or syncope (fainting). Low glucose may cause stroke.
