Unlikely: Hydrocortisone creams and ointments is a type of steroid that is effective for treating inflammation of the skin related to eczema and other types of skin rashes due to allergy. Black spots on the skin should be evaluated by a dermatologist. There are some dangerous black skin lesions called melanoma which is a type of skin cancer.

I've used hydrocortisone cream no change it changes as in clumps up in spots but stays in the form of ring. It's not ringworm. What else could it be?
