I cannot imagine why that would be a goal. Hip width is a matter of your boney structure that you can not change and your genetics to having muscle and fat in that area. You only have control of increasing you muscles which would require strength training of the buttocks and legs and not contribute much width or gain fat. Where you gain fat by eating too much, may not be the hip area.
