Is it right that a blood vessel can explode because of a sneeze which we didn't let out ?

Yes: Yes, because of the pressure a small vessel can break causing a nosebleed. So can picking!

Possible: Small blood vessels, like the ones in your eyes can sometimes rupture from a sneeze (or trying to hold in a sneeze) as the pressure build up may cause a rupture-causing redness in the eye. This is usually a benign condition and will resolve in time.
