You're Correct: But, remember ocp's are both Progesterone ; estrogen combined. The Progesterone pre-dominates so that the overall effects are a thinner lining leading to lighter and less painful menses. The withdrawal bleed at the end of the pack is from withdrawing from progesterone, not from a build-up of lining from estrogen. I hope that helps.
