Yes: Yes, MRI can detect evidence of recent or chronic ischemic changes in the brain. Tia's don't leave lasting changes on imaging.

Yes: Mri can show previous strokes. Not so much tias. Mri is quite good with showing old strokes be it ones associated with ischemia or hemorrhage.
