Is it a good sign that opthomologist had a hard time seeing floaters during dilated exam. does that mean they are not significant?

Sure: Vitreous floaters increase with aging of the eye. Depending on various factors, such as refractive error, genetics, eye diseases or injuries, the presence of floaters varies. But as you do age, the number increases. Remember to always follow up with your eye doctor if sudded changes occur.
