Depends on volume: With large volumes of fluid inside or outside of your lungs you feel short of breath especially when lying flat on your back.

Get it checked out.: If you are having trouble breathing, pain with deep breaths or rapid, shallow breathing then there could be several causes. You should go to the nearest urgent care clinic or er depending on how severe the breathing problem is.
