Why can't reading small letters up close be used to test for being nearsighted?

It could be: Since the nearsighted can see small letters up close, there would need to be the proper amount of letter size and paralyzing eyedrops but since this is so much more cumbersome, the standard lane of 20 feet equivalent is used in almost all measurements of need for eyeglasses.
