Scope surgery of the: Knee. See an orthopedist. Use crutches for pwb and some Ibuprofen type meds in the meantime.

Surgery: The fact that there is a displaced portion to this meniscus tear is important. This tear, and most, has no chance of healing. If it is bothering you, surgery is indicated to remove the displaced/extruded portion of the meniscus. This cannot be repaired. If you have no other pathology (arthritis), surgery should be very successful.
