Husband had a vas reversal 4mo ago (had the vas for 18mo) and doesn't know if ejaculating more decreases count or increases count? trying to conceive.

Less is more: My understanding is that the more one ejaculates, the less the sperm count per ejaculate. However it depends on how "more" means to you. If it is just once or twuce a week, it is unlikely to affect the sperm count but i would defer to the urologist to give you a better answer.
