Not necessarily, --: Initial treatment should be conservative, ie, resting the neck in a cervical collar, therapy, nsaids like aleve (naproxen) or Ibuprofen in a majority of patients. I would investigate if the numbness is from the neck causes, or locally in the wrist or elbow lesions which are much more commoner. See your orthopedist and discuss it with him/her. Good luck.

Sometimes: A thorough evaluation and conservative treatment course by a spine specialist, and if this fails, surgery can often improve your situation, but conservative first unless there is a major functional deficit.
