Nystagmus??: With significant brain injuries or disease you may be describing actual nystagmus which are bilateral involuntary symmetric rapid small amplitude movements. Another possibility is eyelid myokymia. Needless to say, these are best addressed by your eye care physician to identify issues ; assess their impact.
