what causes crawley feelings on the skin?

Many but: On most instances, I would first try to treat it as dry skin by applying moisturizing lotion regularly especially immediately after bathing while avoiding scented or antibacterial soap.  If this fails to work after a couple of weeks, I would start looking for a psychologic or neurologic issue.

Swelling: Or edema is probably the most common cause, among many others. Another common cause, self limited, is sustained mechanical pressure to the involved area. Peripheral neuropathies as well as few neurological diseases can cause focal numbness as well. Talk to your doc about your symptoms.

Yes: During anxiety due to hyperventilation someone will blow out more carbon-di-oxide and will develop respiratory alkalosis and a feeling of dizziness, electric buzz especially in the form of tingling and numbness in whole body including head.
