MOST : Most likely not, although better results if applied to clean teeth. Usually  active ingredients  are weaker, so will require numerous applications. Also may cause sensitivity if not applied correctly.

Dental Cleaning: When was your last dental check up and cleaning? Are you going every 6 months?  One month won't normally make any difference. Ask to be shown proper tooth brushing and flossing techniques and be sure to follow through going forward. Form good oral hygiene regimen now while you're still young and you will reap the rewards over time.

Possible sinusitis : I note in your history several sinus scans. The Maxillary Sinus is right above the upper teeth and an inflamed sinus can make the teeth sore.
Give it a week and if the symptoms are still present, check with your ENT. If the sinus is clear, go see your dentist. Good luck.

Yes: If you your dentist says that you need a deep cleaning on some of your teeth then he should have informed you that you have periodontal disease affecting those areas and the standard of care for treatment is scaling and root planing (deep cleaning). Your dentist can either choose to not treat you the way you request or have you sign an informed refusal to treat the periodontal disease then clean.

Quite Normal: Especially if you had a build up of calculus and inflamed gingiva. The hygienist was doing his/her job and sometimes a thorough cleaning will result in some soreness. Do your part at home with excellent oral hygiene and go for cleanings every 3-6 months as necessary. Your subsequent visits should be pain free.

Receding gums: Receding gums can occur from gum disease, trauma, infection, decay, teeth grinding.
Why they are swollen and receding can only be answered by a dentist doing a thorough clinical exam.
Ask your dentist, or make an appointment with a Periodontist for an examination.
