It's normal: Surgery involves cutting and involves healing whether it's minor or not.  A week after surgery, there is still a significant degree of initial healing that is occurring and swelling that is normal.  That localized activity can still result in numbness in the area and distal to that site.  Talk to your surgeon about your concerns.

Numbness: One can have numbness due to swelling around the ankle. There is a superficial nerve on the lateral aspect of the ankle. Rarely it can be injured and cause numbness on the dorsum of foot.  At this point you can watch it. If it persist then you can consult your orthopedist or podiatrist.

Neural injury.: Sounds like you may have struck your nerve when you hit your ankle.  This is not unheard of. Sensation usually returns over the course of a few days. As long as your foot has good color and works normally I wouldn't worry too much.  See your doc if this is not improving.
