Dry skin : Place moisturizer every morning after you shower.  Most likely the dry skin you are getting is from the lack of moisture in winter.  This is common.  Use a quality moisturizer often.

Not due to hot water: Within 3 minutes after bathing use a cream for dry skin. Best is one with CERAMIDES. You may also benefit from a prescription cortisone cream or ointment.

i have a rash in my skin, the doctor said it was heat rash due to the hot weather but now on winter its still the same, my skin itches a lot!?

Xerosis vs eczema...: Dry skin, allergies to detergent, or other irritants are possibilities.  Try using a skin cream without alcohol in it immediately after showering/ washing.  If this does not work try a hypoallergenic detergent.... If that fails see your doc again or go to a dermatologist.

since the winter started i have a rash between my legs, at my inner thighs close to my genital area.

it only itches late afternoon, its red and have a burning sensation. some days it looks like the skin is very red and almost if it is cut open.

Rash: Although a friction rash from upper thighs rubbing together might have this appearance, it shouldn't itch.  Recommend assessment and you may have an infection that requires treatment.

There : There may be a few different things going on. The fact that your skin constantly itches may means you are suffering an allergic reaction. The hard part to figure out is what is the cause of this allergy. Medications are often the cause, and one or more of your depression and anxiety meds may be the culprit. It will take some work with your doctor to figure this out. Also are you using any new soaps, lotions, or detergents, etc? These are also common causes of itching and allergic reactions.
In addition there is a phenomenon called dermatographism. It occurs when the skin is scratched or pressed firmly, and results in a wheal or whelp as you stated. About 2-5% of people suffer from this problem, and it may or may not be associated with itching. This can be separate or in additon to an allergy that is causing your symptoms.
Make sure you follow up with your doctor in order to determine if your meds are the cause, and further evaluation into your itching.

Dry itchy skin: A dermatologist is the best type of doc to see for this.  Having made that recommendation you can also avoid any topicals that contain alcohol because it is drying to the skin.  If doc is ok w/this and you are not on blood thinners you can add good fats to your diet, e.g., good quality marine fish oil, olive oil, coconut oil.  Peace and good health.

Contact dermatitis: Possibly allergic reaction to hat or excessive sweating and moisture built up while wearing Hat.
