Palms: If you have had it since childhood, unlikely to be dangerous but check your thyroid and other hormones. Do you suffer from anxiety?

Hyperhydrosis: There are many reasons for excessive sweating but hyperhydrosis can be treated with prescription medications and topically applied product. There is also a possible surgery for refractory cases.

Hair thinning: Hair thinning and abnormal sweating is seen in cases of hyperthyroidism(overactive thyroid). Your physician or an endocrinologist can evaluate you for this. Scalp itch may also be related but your beautician can also advise you about dandruff treatment and your hair care.

Rash: Although this may be vesicular dyshidrosis (common benign skin condition), without actually being able to see it makes it very difficult to say. If this keeps up and is disturbing you, go and show it to your family doctor.

Depends: If the nerves need to re-spout from the neck down to the palm (because the nerve axon it self has been destroyed) it can take months (so long as scar tissue does not block the pathway back to the skin, sweat glands etc. 
Sometimes local damage to myelin insulating the nerves can be repaired by the surviving oligodendrocytes. This usually takes less time to occur. (weeks).

Likely normal: Occasional, even drenching, sweating at night is not abnormal. Especially if you have not lost weight, you may ignore it. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Best to see your GP: There are many conditions which could cause a painful bump. Less worrisome causes include things like a blister or an inflamed cyst. A lesion from Herpes (HSV) or Shingles could also cause a painful bump, and both of those possibilities are more concerning, and would need a much different treatment than something like a cyst. I would recommend that you reach out to your primary care doctor.
