There armany signs including: irregular menses, hot flashes and night sweats, atrophy and dryness of vaginal lining, increased stress, breast tenderness, forgetfulness, mood changes, and in certain cases osteoporosis.  You should see your gynecologist for testing.

Hair follicle muscle: Each hair follicle has an attached erector pili muscle. Goose flesh occurs when those muscles contract, pulling the hair vertically and producing a small bump of muscle under the skin. Stimulators are cold and fear.

Blood flow: Blood flow changes during exercise.  While exercising your skin gets more bloodflow as to allow your sweat glands to regulate your core body temperature.  Once you stop exercising, your body cools and can have an exaggerated response to the change in temperature.  Doing more regular exercise and gradually increasing intensity can minimize this symptom.  If that does not work seek medical attention.

Goosebumps: I do not think this is normal. How often do you have these flashes and goosebumps? If you haven't yet seen your doctor about this you should do so soon. If you have and are not satisfied seek another doctor who may have other solutions.

Try antihistamine: Try non-sedating otc antihistamine such as Claritin (loratadine). If these are painful, they may represent a type of small hive brought on by change in temperature. If problem priests, consult with an allergist.

Pilo erectors: Goose bumps are caused by activation of the sympathetic nervous system which secretes Adrenalin (fight or flight reaction) which causes the tiny muscles to raise hair follicles temporarily. Cold temperatures can also do this.

Goosebumps: Can be a response to cold, or fear (Goosebumps!) or nervousness.  Short lived tingling sensations are also common.  Keep a log of what you feel in addition to the temperature and see if you can discover a pattern.

This is very likely: a temporary nerve compression or dysfunction. The tingling nature of your symptom suggests nerve involvement. Something might be pressing on a nerve near your shoulder blade (could it more likely happen when you are lying on your back/shoulder blade?)  The reassuring thing is it sounds transient and resolves quickly. Unless it worsens in frequency or intensity, or spreads in location, OK to watch.
