It can be: If this has been your norm for a number of years, it may very well be normal.  If this is new for you, it may not be.  If its new you could have some issues with ovulation, abnormal thyroid levels, hyperprolactinemia or even pregnancy.  However, some women are lucky enough to have very light very short periods.

See a Doctor: There maybe some hormonal imbalance going on which some lab tests can help determine. Also, stress and any changes in diet or lifestyle can affect menstrual cycles. There is something called polycystic ovarian syndrome (pcos) that can lead to sporadic menses. See an obgyn so that they can run labs, possible imaging, and take a thorough history and physical to help figure this out.

Depends: The cycle can be altered to a great extent with oral contraceptive pills.  It is quite possible to delay the cycle for days, weeks, and even months. Without surgical means it is not possible to cause the menses to come sooner than would normally happen after ovulation.
