No.: Not exactly sure what you mean by that.  The rings are due to the deposition of copper complexes in the periphery of the iris. The color is described as brownish to green / gray.  They cannot reliably be seen by visual inspection.  A slit lamp exam is required. If you can see these easily there is usually a lot of copper and a lot of symptoms.

By then, there's usually serious damage elsewhere. The best screen for Wilson's includes urinary copper and the absence of the KF ring proves nothing. Best wishes.

Let's sort this out: You had rings around your IRISES (actually the plural is irides, but never mind), not your "eyes" (like a raccoon) when you were young and they went away? That's the opposite of what happens with Kayser-Fleischer rings. If you're normal at 35, you don't have Wilson's disease. What to do is nothing. Give my regards to Broad Street. (My compliments for spelling Kayser-Fleischer correctly, BTW.)

Possible Wilsons: Given you have both of those findings, you certainly have a higher chance of having Wilsons.  Since this was tested, I assume you have care.

You likely need further evaluation of your liver and possibly a test for urine copper.  While not emergent, treatment should be started as soon as diagnosis is confirmed, as you risk damaging your liver, kidneys, heart, and brain tissues in the meantime.

Make sure: Some other rashes may look like ringworm. If you're sure that's what it is, try otc antifungal products like lamisil, (terbinafine) lotrimin, etc. If it doesn't clear within 2 weeks, see a doctor.

Yes,  but not always: Typically ringworm does tch. I've seen some patients who do not complain of itching (especially early on).  They an otc antifngal cream on the skin to see if that will help. If you are worried about it in the scalp, be sure to see your doctor.
