Itching feet: Sounds like 9have a case of athletes foot.  First try some over the counter anti-fungal meds.  Vicks to the feet twice daily has also been shown to work.  If no improvement in 2 weeks consult a podiatrist or dermatologist

A dermatologist can do a scraping to determine if there is fungus there and then prescribe appropriate treatment. If eczema cream is applied to fungal infections they will get worse, and antifungal creams do nothing to treat eczema.

Allergic reaction: She may be having an allergic reaction to the sting.  If it is itchy and it looks like a rash but not swollen and painful then it is probably just a skin reaction.  Apply topical cortisone cream to the area, ice it and possibly take some benadryl (diphenhydramine).  It should feel better in 1-2 days.
