Possible, but...: Possible if you suffer from migraines. Flashing or flickering in one eye can also signal pulling by the vitreous on the retina. Get it checked out!

Possible migraine: Migraines can show up in many ways, sometimes as a throbbing headache located on one side of the head with nausea and intolerance of bright lights. Sometimes, however, a migraine can show up in other ways such as changes in vision WITHOUT a headache. This is called a migraine equivalent. You should talk with your doctor for proper evaluation and treatment.

See your doctor: Problems like these can only be correctly handled by your doctor in person.  He/she needs to listen to you, perform an examination and possibly run labs or other tests. That's the only way he/she can find out what's going on and what to do about it.

Lowered vision: If your 20/60 vision is best corrected, then there is some problem with your eye which limits the best acuity.  If it is the best uncorrected, there may be some improvement even to normal with eyeglasses.  The fraction 20/20 indicates the smallest print that can be seen at 20 feet while 20/60 means the normal can see them at 60 feet.

Retinal changes, etc: Sparkles termed photopsias, can occur from changes in the character of the vitreous in the back of the eye mostly due to aging, but can also be due to retinal detachments, and some inherited retinal changes.  They can also be a thing that occurs with migraines.  You should visit your ophthalmologist if you have these symptoms.

Possibly migrainous: Your description is classic for an aura of a classic migraine event.  This may occur with or without headache. Often an ocular examination is performed to reassure that your retina is not the source  of your symptoms, such as a epiretinal membrane or retinal tear. Cataracts and corneal opacities can also affect visual clarity and can create streaking of light.

I don't know : You have myopic astigmatism in both eyes, left more than right. This alone doesn't answer what you are actually seeing (vision) in each eye. Your eye doc can measure that in the office. Good luck and I hope you're seeing well with your spectacle correction.

is 20/30 and 20/40 vision bad?

Depends: These are levels of vision that still indicate good and useful vision.  If you are used to 20/20 vision and you have a drops to 20/30 or 20/40 (uncorrectable) then it may seem bad to you.  In my state of washington, the break point for a driver's license is a vision level of 20/40, so the state does not consider this 'bad'.

Worsening vision: There are mutlipple reasons for blurry vision and an eye exam is needed to answer this question. It could be simply the need for glasses. Cataracts, macular degeneration and glaucoma are the most common medical causes. Please go see your eye M.D.
