Depends: These are levels of vision that still indicate good and useful vision. If you are used to 20/20 vision and you have a drops to 20/30 or 20/40 (uncorrectable) then it may seem bad to you. In my state of washington, the break point for a driver's license is a vision level of 20/40, so the state does not consider this 'bad'.
