Yes: You can definitely have a rhinoplasty without general anesthesia. However, many surgeons like myself do not prefer it. I would be more concerned with 1. Finding a board certified facial plastic/plastic surgeon to do the surgery who's results and patient referrals are what you r looking for, ; 2. Discuss with them their preferences and your concerns about anesthesia.

Depends: Usually about 2-3 wks for most swelling to go down but if work was extensive then it may take longer.

Improvement: Rhinoplasty surgery enables significant  improvements in symmetry.   Achieving nearly perfect symmetry, however, is difficult and is the exception rather than the rule.  

This is especially true if the nose is very asymmetrical, if there are coexisting asymmetries of the mid face or maxilla, if significant trauma and scarring have occurred previously and other reasons.

Dry skin: Surgery can make the overlying skin dry from temporary lack of oil production. It should return to normal without treatment.
