Bulging disc: Well, bulging disc is very common and therefore this is no predictive correlation  between MRI finding and pain level.
Please consult your provider if you have back pain. Physical therapy could be an option for you.

Spinal nerve exits: Spinal nerves that branch off from your spinal cord exit the bony structure of the spine through holes on both sides called foramina.  In your case, nerve C3 exits between the C2 ; C3 vertebrae. If there is narrowing of the hole, it is possible the C3 nerve and be compressed or pinched, leading to a number of symptoms including numbness or pain on the back of your head and neck.

Symptoms?: You report drainage. From where, your spine? Would see a doctor and consider repeating the mri.

NSAIDs can help: As well as epidural spine injections.  Sometimes physical therapy helps as well. If you start to get neurological symptoms numbness tingling weakness i would consult with a spine md.

MRI : Mri is a study that evaluates the anatomy of the body. Referring do a disc, I am assuming a herniated disc. If the disc has repaired and is no longer herniated, this will show one follow-up mri.

Any Other Symptoms?: Would you be able to describe your symptoms a little bit more? Is it difficult and/or painful to swallow? If yes, does is it matter if its fluids versus solid food? Do you have any other conditions like reflux (gerd), neurologic conditions or even anxiety problems? Are you taking any meds? It would be atypical for a disk or degenerative changes (since you are so young) to cause this sensation.

Depends: Depends on if you have nerve symptoms.  If you have only back pain or sciatica type pain but no weakness or numbness or bowel or bladder problems, then you don't have to, but may want to see one to discuss first non-surgical options of treatment and then if they do not work, then possible surgical options.

Many treatments : Cervical disk herniation often get better with time, physical therapy, and pain management. If this fails for you then surgery may be available. However given your young age i would generally consider artificial disk replacement over fusion.

MRI: ok you just read the MRI report. This means nothing alone. What to do depends on symptoms and exam. Unfortunately - medicine has lost sight of these components (good history and full exam).  If you have no symptoms - do nothing.
