Ankle pain: when jumping can be a sign of a ligament injury, cartilage damage or tendonitis.   This can be prevented and/or treated after getting an exam done.  Check with a Podiatrist for proper diagnosis and treatment plan if needed.  Make sure to always stretch well before and after any activity!

Maybe frostbite?: This sounds a bit like a mild case of frostbite. Of course it's not possible to really tell from the limited information and without seeing the foot. Was it really cold out? Did your friend take breaks to warm up? Keep the foot warm. A mild case of frostbite should recover, if that's what it is. Dress more warmly next time.

Depends: Most of these that are not knocked out with the fall,have no symptoms &amp; are alert &amp; play normally  can be monitored at home.They can be allowed to sleep or nap on their regular schedule, but check with a flashlight while they rest.A single spit up or headache is common.If there is any change in personality, repeated vomiting, etc. take him in at once.
