Difficult to answer: Attempting to diagnose ; then properly treat rashes "over the phone" or without actually inspecting is usually ill-advised. Nonetheless, based on my experience of nearly 30 years of office-based pediatrics, rashes that most frequent the diaper region tend to be either due to yeast or irritation. If you have already attempted home treatment w/o success perhaps it's best to see your pediatrician.

Probably normal: At your age (18) you may just be seeing the normal development of your genital area skin, especially if the bumps are on the penis or scrotum. Sebaceous and sweat glands become more prominent with sexual maturity and typically appear as white bumps, more easily visible if the skin is stretched. If in doubt, bring it up with your doctor next time you're in the office for routine care.

Yes : Typically HSV2 is found in the genital area and HSV1 is found in the oral area but both can be found in either location. However, herpes is not typically painless. You should see your doctor for a diagnosis

HAVE IT CHECKED: It needs to be checked, visually looked at and felt to find out what it can be.
Most probabely it is nothing serious, it may be pearly penile papule.

: Yes, you may.  As a matter of fact, more than half of genital herpes are caused by Type I herpes simplex virus, same virus causing 'cold sore' or 'fever blister.'  In other words, genital herpes can be induced by auto inoculation (accidental touching of fever blister and genitalia).  Your description, however, does not fit well to genital herpes.

Not an STD: No STD is a likely explanation. You probably know that some features suggest herpes, but herpes never recurs more often than once a month; lack of pain, redness, etc also are against it. Beyond that, I have difficulty judging the cause. Presumably you have seen a doctor, right? If you haven't been to a dermatologist, that should be your next step. Ask your doctor for a referral.
