It is just you: No it does not happen to everybody and it is you.But is it burning sensation in rect\um or at the urethral opening, and why do you use wet toilet paper.Does it only happen when you use wet toilet paper.If it is a concern get yourself checked.

Vaginitis: It could be candida vaginitis;. Please see your PCP/OBGYN to get examined and get treated for infection appropriately.  Other vaginal infections could be bacterial vaginosis, trichomonas, chlamydia or gonorrhea.

Couple of things: Skin from the area can accumumlate with oil from the skin and create and whitish creamy substance much like the vernix on a newborn baby.  Vaginal discharge can accumulate outside also in the same fashion.
