Tincture of time: Hi. Assuming it's not infected (they usually are not), conservative management (watch and wait) will resolve the issue. Many patients aren't that patient, however, so I will in some cases remove the top of the blister, which speeds recovery, although that is not a standard recommendation in the foot field. Watch it &amp; make sure there are no signs of infection. I hope his diabetes is well controlled

Scratching: Sounds very much like an allergic reaction to something.  There needs to be a bit more information, but seek a dermatologist for skin testing.

Rash: Likely contact dermatitis however could be infection.  Other possibility is your shoes could be too tight or an insect bite,

Keep cool, not cold.: The burn extent is probably a first or second degree. Both can be treated at home if you feel comfortable doing it. Start by rinsing the burn in cool water for 15 minutes. Wash the burn with mild soap and water. Gloves should be used to prevent infection. Use a thin layer of antibiotic ointment keep clean. Elevate the foot and take OTC pain relievers.  To remove all doubt, visit the urgent care.

See a doctor: It could be fungal infection or some other dermititis. You should see a doctor in person.

It can be...: If you pop a blister, your purpose is the drain the fluid to relieve pressure that causes pain. Use a clean needle (cleansed with rubbing alcohol and pierce the blister just enough to let the fluid out.  Leave the blister skin intact, and it can can heal in 2-3 weeks. 

If you are diabetic or have poor circulation- do not attempt and seek care from a podiatrist.

i have a bit on top of my foot which has started forming water blisters as of yesterday. started antibotics still have blisters forming what is this?

Defense..: The bites of some insects and spider can cause blisters at the site if the puncture. The body is reacting to an injected substance and the water build up is one way the body defends itself. Try not to pop it unless it become painful. If it persists you may have to have it evaluated.
