Vit D, C certainly: Are known to cause painful legs. Vit d would be more common than vit c which in poor countries can cause scurvy in children, (not likely to occur here in the us).
Recently i heard that vit k deficiency can also cause such problems, but i need to research that, before i can state that categorically.

It is possible: Low vitamin d levels can cause muscle pain and weakness. Studies show that as many as 25% of people with fibromyalgia and chronic fatigue syndrome have low vitamin d levels, and that supplementation may help lower pain levels in some cases. One study shows that vitamin d-deficient people need twice as much narcotic pain reliever as non-deficient people.

Iron..: Iron deficiency has been associated with symptoms of restless legs syndrome. If this is the case you should get iron tests in order to find out if it is low and you need supplementation. Follow up with your doctor on this.

Needs evaluation: Unfortunately a diet of cow based milk alone can cause several problems. When consumed in excess of 24 oz/d it can cause intestinal blood loss leading to anemia. This case needs an evaluation &amp; tests. Treatment/supplements should focus on what is found.

Eczema?: This is unlikely related to a vitamin deficiency, and the location of the rash is in areas commonly affect by eczema.  Do you itch?  Dry skin?  You should probably see your doctor, but if eczema is present it should respond to mild, over the counter topical 1% hydrocortisone.

Burning on legs: Did you recently get a vaccination. Could be vitamin like B12 or from diabetes, or neuropathy from smoking ,HTN , or deficiency like calcium, magnesium potassium so would check all. Could be from disc disease,lyme,  UTI  or  Guillan Barre if recent  vaccination, rare MS. Since it is ascending would check it out ASAP. at urgent care/ doctor

: There is no association between IBS and easy bruising of skin. This skin condition is not uncommon for young girls. If the blood tests (platelet count and coagulopathy panel) are normal, you should be fine.

Possibly: If both are equally affected, think globally such as nutrition (paricularly electrolytes), lack of stretching and movement, general circulation issues.  Try to get more electrolytes such as magnesium, potassium, calcium, do calf stretches and move your body.  If it persists or affects only one side, get checked out.
