Quite rare.: You are very tuned in, to understand the SVC syndrome is a possibility, although rare.  It merits a visit to a cardiologist who can take a careful history, perform a physical exam and arrange appropriate studies including an EKG, chest X-rays and an echocardiogram to search for an answer as to the cause of prominent veins.

Resp distress: You should bring your child to see a doctor, asap, emergency room, since
needs to be assessed in terms of respiratory status.
After that, the MD can determine if wheezing is viral (bronchiolitis) or asthma attack.
If asthma, needs an Albuterol (Proair) inhaler to breath and calm coughing.
In addition, a CXR can assess whether a pneumonia is present requiring an 
antibiotic as well.

Inherited: You probably are lean, low body fat, and lift weights or work out? Also, as we age, our skin thins with less collagen so we can see veins more, especially when we have fair skin color, inherit tendency. If concerned go see a vein doctor: www.Phlebology.Org or get a physical.
After breast augmentation or other surgeries of the breast or chest, we see more veins too. Usually nothing to worry about.

Painful Veins: I would see a physician about this. There several medical disorders associated with this presentation. It appears to be a phlebitis which is inflammation of the veins. So rather than just worry, I would see a physician right away.  I won't give the list of conditions associated with these symptoms... Let your provider take a look.

At least!: Need an ultrasound and echo of heart at a minimum as well as possible evaluation of blood and clotting system by blood tests. May want to talk to vein doctor as Ct angiography may be more revealing. Do not wait on this!

Normal finding: I am amazed about how often I have women ask me about the veins on their breast.  Occasionally they are spider veins but mostly they are blue veins.  These are almost always normal findings and normal variations of chest veins.  They tend to be more pronounced in fair skinned females and they may be related to hereditary factors or even pregnancies.  No treatment is necessary unless for cosmetics.

: Taking hormonal preparation in an attempt to conceive may do that, so could the psychic changes of natural hormone release change the body.
