Any time with food: It is fine to take vit e ; cod liver oil together and they can be taken any time of day; it is best to take after a meal as they are fat-soluble so might be better digested with other fats. Biggest precautions- take only natural e (d-alpha tocopherol)  with mixed tocopherols; synthetic e (dl-alpha toc.) appears to be dangerous; avoid more than 1200 iu/day. Take only purified cod liver oil.

Ultraviolet avoidance is also critical when the scar is immature and pink, to minimize hyperpigmentation. Use a high spf chapstik for facial scars--easy to use and keep with you!

You could see a doc: I am sorry to hear about your hair.  Unfortunately there is not much that can be done.  Outside of a medical condition such as thyroid disease, or anemia, psoriasis that is not much that can be done.  You could speak with your physician and see if there are any issue that might be causing your hair loss.

What special diet: In general i approve of getting nutrients from our diets when possible but it's nearly  impossible to get 400 iu of vit e from our diets. For example, 2 of the richest sources are almonds & sunflower seeds, but it takes nearly 2 1/2 pounds of these to supply that much e- not recommended- too much fat & calories! look for a natural vit e with mixed tocopherols.L-carnitine 1000 mg 2x/day also helps.
