: Most common causes are a cold sore, frostnip, low blood sugar or low calcium. Since you have no allergies, cut or bumps and this continues, than get a medical workup.

Hmmm,...: From your description, it certainly may be a cold sore, but diagnosing medical issues, especially rashes , over the computer is impossible. If it persists, and you are concerned, have him see a Dr. for the official diagnosis, best wishes.

Trauma: is most common cause of circumscribed lip numbness. Infection is probably the second most common cause. Focal neuropathy of a branch of the trigeminal nerve can occur in diabetics and with other rare conditions (polyarteritis nodosa, Pagets disease, amyloidosis , etc) 
If the problem persists see a neurologist. If other symptoms occur or if the numbness spreads go to the ER

Possible: Your description seems to fit the distribution of the mental branch of the v-1 division of the trigeminal nerve, and can be seen with dental problems and also naso-pharyngeal issues.  May be an initial visit to your dentist to start?

Depends: Different nerves go to each side of the lip. If it is ONE side of the lip, it is a nerve problem.

It won't be one sided. Then it is an electrolyte or other metabolic effect of all nerves. Panic and hyperventilation is most common, but electrolyte loss (including medicines), sick nerves, hormonal abnormalities and many others.
