Swollen or closed?: Your fallopian tubes can get "swollen" or blocked from endometriosis.  Also, chlamydia, a common cause of swollen tubes does not always have symptoms.  If your tubes are swollen, but not blocked, you are at risk for a pregnancy in your tubes, which is a life threatening situation.  You do not have to treat it unless you want to get pregnant.  You will need to see a fertility specialist.

Pregnancy test: If you had an ectopic pregnancy then your pregnancy test would be positive. Check one. It sounds like they found hydrosalpinx. Consider seeing an Obgyn who can evaluate the CT scan and confirm the diagnosis

Fallopian tube block: If it is fluid in the fallopian tube then it should be easily be able to be "blown" open and it frequently is in one of the tests for fertility, but they don't "reverse" it. I am not sure what you mean by that in this context.
