Reference ranges: The reference range for any lab value usually should include 95% of normal people. So, you could be in the 5% that are outside the range. Alternatively you could have one of several selective deficiencies in lymphocyte subclasses. If you're otherwise healthy though, they are unlikely.

Low lymphocytes: A low lymphocyte count is also called lymphopenia. A count of 0.7 says that you only have 700 lymphocytes present on the blood test (which is to few). Lymphopenia can be caused by many things including HIV infection. I would suggest speaking with your physician and getting a referral if appropriate to a hematologist for further evaluation and have a repeat CBC performed and consider HIV testing.

Nothing by itself: If you feel well and there are no bizarre cells, this is just something to follow. This is ever-so-slightly below most reference ranges, and these ranges are set so that a few percent of healthies fall outside on either end. Get another CBC next year.

Lots of B cells: A lymphocyte enumeration is a count of the lymphocytes in your blood.  Lymphocytes primarily include t-cells, b-cells, and nk-cells.  B-cells are identified by cd19, a marker on their surface.   Have the doctor who ordered the test help you interpret the result.  The number of b-cells (how how the cd19 count is), your age, blood vs bone marrow, and your symptoms help him/her interpret the results.

See details: There are no supplements or anything you can do personally to increase it. This is something that needs to be discussed with your hematologist/oncologist. Where is the primary cancer? This low count may be due to chemotherapy or less likely to bone marrow involvement from the cancer. The oncologist may feel that it is not clinically necessary to worry about the lymphocyte count.

Viral: Usually if we do a blood count for a person with an infection would look at the total white count as well as the differential. A high white count with a lotto neutrophils suggest bacterial infection whereas a white count with a lot of lymphocytes is more suggestive of ireland flexion.
There is no value judgment per se whether it is good or bad. It is relative to the problem at hand.

: Normal absolute lymphocyte count(ALC) ranges  between 1,000/m2 to 15000/m2.
Counts between 500 to 1,000 still have intact immune function but ALC below 500 equals impaired immune function and hence an increased risk of infections. These numbers are derived from patients with HIV infections as they evolve into AIDS.
