Unlikely: A torn ligament is a serious injury which typically occurs only with significant trauma such as a ski accident or sports injury.  A torn ligament will typically result in instability of the knee.  So, if you have not had any significant trauma then it is unlikely to be a torn ligament.  See a physician if your symptoms persist.

Which ligament?: Please provide more information; which ligament was torn? Mcl? Acl? There is no medicine that will help this heal but sometimes anti inflammatories are used initially to help with pain and inflammation. But if you have no pain i would not recommend taking any medication. Please provide more details.

Knee injury: Usually knee swelling will resolve over 4-6 weeks with an isolated ligament tear, such as ACL or MCL tear. If swelling persists, you may have additional damage in the knee, like a meniscus tear, or damaged joint cartilage. Recommend MRI of the knee to assess for these injuries.

Surgery: The locked knee is generally a meniscus tear that can be trimmed arthroscopically and a torn ligament may need to be reconstructed if it is the acl or sometimes if it is the pcl.  If it is an mcl or lcl these are commonly treated without surgery.

Orthopedic surgeons take into account the amount of instability and the activity level of the person to determine if surgery is required.

Swimming is: Always a good idea....Have you discussed this with your doctor? Swimming is non weight bearing so it is ideal for orthopedic injuries and recovery. If you have pain when you use the knee swimming, then no. For gentle exercise an mobility, yes.
