It is best to send a photo of what you see. However, the tonsils that are removed during tonsillectomy are the so called: palatine tonsils 
There are also the lingual tonsils that are located at the base of the tongue. it is possible that is what you are seeing

It is possible for tonsils to regrow when they are removed, but usually they do not grow back to their original size. It is best to have your doctor look at this to make sure it is tonsil tissue and not some other sort of growth.

LINGULAR TONSILS  under the tongue can become inflamed =tonsillitis  and can cause halitosis. You need exam and have a throat culture. If that is negative then blood work needs to be done to evaluate for other issues, especially H. pylori. It is the ulcer causing bacteria that can cause halitosis as well . Make sure to brush and floss teeth 3x/dy. Also use a specially designed tongue scraper

Yes you can see the tonsils without special equipment if you are able to control your tongue and get it out of the way. The tonsils swell in response to infections. If one side is swollen there may be an infection on that side of the face, a tooth or gum infection, or the tonsil itself could be infected. It may also be that the swelling is not a tonsil but a gland. Have a professional check it out.
