Tarsal tunnel pain: This sounds like classic nerve pain/neuralgia. Must rule out tarsal tunnel or nerve entrapment/ compression syndrome and neuroma. Possible nerve pinching in lower spine as well. Some nerve testing  can define severity. Injections with anesthetic may relieve pain. Seek podiatrist for care for this problem.

Most likely this: is from tinea pedis (athletes foot). Try treating it with athletes foot cream that has an anti fungal agent in it for two weeks and see if it goes away.

When these nerves are irritated, such as from repetitive pressure as can occur with running or tight shoes, it is called a "digital neuropathy." these symptoms are also sometimes caused by a problem in the lower back, a "radiculopathy.".

Corn: You could have a corn.  It will need to be examined.  You could try a Dr. Scholls corn pad to see if it relieves pain.  Try to get shoes and insole to take weight off metatarsal area of feet

Nerves can be injured by some type of  trauma,  from an accident, from tight shoes or even an insect bite.
Did you hurt your toe? Do you have lower back pain? Did you twist your ankle? Did you banged your toe against something? You should go see a Podiatrist or a Neurologist to check out your symptoms.
