Bumps: This can't be diagnosed with the information that is available. A history, physical examination &amp; other studies may be needed to determine cause/causes. 
Once accurately assessed a treatment plan can be developed.

Need to examine: It is not feasible to say what it is without examining the lesion. However, it is unlikely to be serious and you can wait and watch. You may an over the counter pain pill if it hurts.

Possible cyst: These are always difficult, even when seen in person.  Cysts, lipoma (little fatty growths) and rheumatoid nodules can all cause similar little lumps under the skin.  Though most are benign, it is worth getting it checked out by your primary doctor or a dermatologist.

Dry skin?: Try some moisturizer on the elbow and see it this helps. If not, see a dermatologist.

Doubt herpes: Can't say the cause without more information or seeing it in person. But almost certainly not herpes in that location.

Lots of things: Could be rheumatic diseases, could be infectious, could be irritant dermatitis. Need much better history and physical. Go to your doc or your dermatologist for a look see.

Related?: Not exactly sure what you are describing but if they are close to the IV site it could be a superficial phlebitis but could also be an infection. Could be a reaction to what was given to you thru the IV but 2 weeks later much less likely. Best to let your doctor sort it out.

Exam needed: A physician or dermatologist would have to examine this eruption in order to make a diagnosis. The bumps could be a reaction to something that came in contact with your elbow. Other possibilities include psoriasis or atopic dermatitis which is similar to eczema. For now observe for any other outbreaks and apply a corticosteroid type ointment.
