Depends on pathology: First, the heel needs to be evaluated by either a dermatologist or a podiatrist.  Sometimes a skin biopsy needs to be performed.  Sometimes a prescription medication is required and sometimes over the counter medications will work.  You need to find out the diagnosis and then treat.

Other insect bites: Lots of possible causes, but the list includes other forms of insect bites such as spider bites. Small puncture wounds or pin pricks can sometimes look like that too - (and see your doctor if they don't get better with warm compresses and a tincture of time).

One common cause is piezogenic pedal papules which are small white bumps that may form on the outside of the heel. These bumps are more prominent when pressure is exerted on the feet when standing.  These papules are normally painless, however, in some cases mild to moderate pain may exist with added pressure to the heel.

Try to think of any precipitating factors like certain foods, medications,etc. Antihistamines like benadryl(causes drowsiness) or claritin(nondrowsy) give relief. If symptoms persist see your physician or an allergist for evaluation and treatment.
