Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form.  Drink enough water daily so that your urine is mostly colorless.
Practice safe sex. 
Get HPV vaccine.

Spots can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), reactions with chemicals like soaps, Pityriasis rosea, etc... There are many possibilities.

Probably: an irritative folliculitis...inflammation of the tiny pouches i which your hairs are growing ..this is often caused BY SHAVING TOO CLOSE or TOO OFTEN! An antibacterial moisturizing soap may help! Ask your PCP (Primary Care Provider) for a suggestion!
