Hard to guess: Rashes are hard to describe in words. A doctor's exam can help decide what rash spots or bumps on the skin might be. Spots can be "post-inflammatory," the residual effects of an earlier rash. Spots can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), reactions with chemicals like soaps, Pityriasis rosea, etc... There are many possibilities.
