Be seen : It would certainly be wise to be seen, there are multiple potential causes.  The most important to rule out would probably be any vascular insufficiency.  An exam alone would likely go a long way in making the diagnosis.

Tingling postsurgery: The cuticle may be trapped down onto the nail bed and needs to be loosened up. As long as it does not hurt, try using a softening cream or lotion and massage the base of the nail 3 times a day for 2 minutes to see if that eases the tingling. See the surgeon when you can. Sounds neuropathic: Usually, the sensation of "tingling" is coming from a nerve problem in that location. In a 28 year old, it could be from sciatica (a pinched nerve coming from the lower back). It is less likely from a medical condition like diabetes or vitamin B12 deficiency, since that should affect both feet equally. It could be a neurologic disease, like multiple sclerosis, but that's much more uncommon.
