Sounds neuropathic: Usually, the sensation of "tingling" is coming from a nerve problem in that location. In a 28 year old, it could be from sciatica (a pinched nerve coming from the lower back). It is less likely from a medical condition like diabetes or vitamin B12 deficiency, since that should affect both feet equally. It could be a neurologic disease, like multiple sclerosis, but that's much more uncommon.

Many possibilities: Where exactly is the tingling? If only on one foot a nerve impingement is most likely. It can be impinged in the foot more proximally even as high as your back....
