Could be.: It may be serious, but one of the more common problems that can cause tingling and pain near the toes is called a morton's neuroma - this problem is the result of damage to the nerve and the scar tissue that builds up around it.  This can cause the nerve to get "pinched" between the metatarsal foot bones.  This most commonly happens between the area of the base of the third and fourth toes.

Peripheral : Neuropathy may be starting in your feet. Which can be caused by diabetes, vitamin b deficiency,  arthritis,  etc. Diabetes is the most common cause, please have your blood sugars checked.

Neuorpathy: Certainlt your symptoms are neuropathic and you are taking stimulant medicayoions which may be stimulating your nervous system. Get a checkup and blood suagr check.

Cyst: You may have had a ruptured bakers cyst which could have caused pain in the calf. A tear of the muscle is also possible. The pins and needles is likely form some sort of inflammation in the leg.

You prefer not to: Some cutaneous nerves may be cut during a surgery but usually with no permenant sequela. Tight bandages can sometimes cause an issue...other than that you have to let your surgeon know....
